Delhi Police Officer"s "Bitter" Tweet Response to Arvind Kejriwal"s "Thulla" Comment

New Delhi:  Delhi Chief Minister Arvind Kejriwal’s use of the world “thulla” – slang for policemen – has incensed many in the Delhi Police, which is not on the best of terms with the state government.

The bitterness forms the backdrop to a meeting between Mr Kejriwal and Delhi Police commissioner BS Bassi this afternoon.

A senior police officer hit back with a loaded tweet today. Posting the picture of a child who had apparently been rescued by a policeman, Madhur Verma, the Deputy Commissioner of Police, North, tweeted: “One of our so called ‘Thu**a’ who rescued 4 yr old Khushbu from Kamla Nagar & reunited with her mother!!”

Two constables have filed complaints against the Chief Minister, who had used the word during an interview last week. “A case can be lodged by the Anti-Corruption Branch against anyone for being involved in corrupt practices. But these people say you can’t lodge a case against members of the Delhi Police. If a ‘thulla’ of Delhi Police asks a roadside vendor for money, a case should not be registered against him… this is not acceptable,” Mr Kejriwal had said.

Constable Harvinder, one of the complainants, said he was hurt by Mr Kejriwal’s choice of words. “It has affected me mentally and I could not sleep all night,” said the cop, describing how he had called at various numbers to express his anguish, including the Chief Minister’s residence and the Delhi government helpline.

He says the Chief Minister, by using the derogatory term, had committed a non-cognizable offence – one which does not allow the police to make any arrest without a warrant or a court order.

The police chief has said he cannot believe any person would use such a word. “I believe all institutions and instrumentalities of the state must have respect for each other. There can be nation-building only when we have mutual respect for each other. I refuse to believe that the honourable chief minister has said any word of this sort,” Mr Bassi said.
